Ministry Of Communication And Digital And SAP Collaborate To Build AI Ecosystem In RI

The Ministry of Communication and Digital (Kemkomdigi) is exploring an initiative to establish a strategic partnership with SAP, a leading global technology company, in order to strengthen the development of a national artificial intelligence (AI) ecosystem that is ethical, compliant with regulations, and upholds data sovereignty, as shared through an official statement from Kemkomdigi, Saturday. 

This initiative emerged in a meeting between the Deputy Minister of Communication and Digital (Wamenkomdigi), Nezar Patria, and SAP's Head of Global Government Affairs & Corporate Social Responsibilities, Dr. Wolfgang Dierker, on the sidelines of the ATxAI Summit 2025 in Singapore, Thursday (29/5). 

In the meeting, SAP expressed its readiness to support the implementation of the Personal Data Protection Law (UU PDP) and strengthen the "One Data Indonesia" policy as stated in Government Regulation No. 39 of 2019. 

The support includes the integration of AI compliance tools, the development of a classification framework and data security that complies with international standards such as ISO/IEC, and the implementation of a regulatory sandbox mechanism that allows technology trials within strict supervision limits. SAP emphasized that the Indonesian market has a strategic position in their global map, so it is important for the company to accompany the government in the process of formulating AI policies, implementing them in the public sector, and developing cross-institutional capacity. 

SAP also explained their experience in supporting governments in the Southeast Asia region, including Thailand and Singapore, through a research-based memorandum of understanding (MoU) model and a public-private policy forum that has proven effective. 

In this context, the research MoU between SAP and the Thai government is seen as a relevant model to be replicated in Indonesia, in order to encourage collaborative, accountable, and adaptive AI governance to the dynamics of global technology. 

Nezar Patria emphasized the importance of partnerships like this to ensure that Indonesia's digital transformation is not only rapid, but also in line with the principles of digital sovereignty and public trust. He welcomed SAP's offer to assist in the policy reform process through the assignment of country experts who will work across sectors, as well as support the use of AI technology in national priority areas. 

In the realm of technology implementation, SAP proposed the development of AI in various key sectors in Indonesia, such as consumer AI-based public services that can improve personalization and trust, smart agricultural systems for more accurate productivity monitoring, and MSME digitalization to accelerate onboarding to the digital economy ecosystem efficiently and safely. As a follow-up, Kemkomdigi will coordinate with the National Cyber ??and Crypto Agency (BSSN) and other relevant stakeholders to evaluate technical and regulatory readiness, and design a research-based and multi-sectoral cooperation format. This exploration process is expected to be a strong foundation for building long-term partnerships that can accelerate Indonesia's digital transformation while upholding ethical, security, and sustainability values.
