The PMK Is Officially In Effect, And Customs Guarantees Clarity Regarding The Import Of Transferred Goods

The Directorate General of Customs and Excise (DJBC) has officially implemented the Minister of Finance Regulation (PMK) Number 25 of 2025 concerning Customs Provisions on the Import of Relocation Goods, which will take effect on June 27, 2025.

This PMK aims to provide legal certainty, uniform treatment, and to strengthen service and supervision aspects regarding relocation goods imported by the public, including Indonesian citizens returning after residing abroad and foreign nationals relocating to Indonesia.

"Through PMK 25 of 2025, Customs and Excise aims to ensure that the public receives legal certainty and services that are transparent, fair, and professional. This more technical and detailed regulation is also an important step in minimizing potential misunderstandings and strengthening public trust in the performance of Customs and Excise," stated the Director of Communication and User Guidance of Customs and Excise, Nirwala Dwi Heryanto, in Jakarta on Wednesday.

PMK 25/2025 was established on April 14, 2025, and was promulgated on April 28, 2025, replacing PMK Number 28/PMK.04/2008, which previously regulated similar provisions.

"This PMK addresses the challenges that have arisen in the supervision and service of imported relocation goods, which directly interact with individuals and pose a risk of generating negative sentiments if issues occur in the field," Nirwala remarked.

With this latest regulation, Customs and Excise emphasizes the need for uniformity in service by all field officers, as well as the importance of comprehensive information dissemination to both internal and external stakeholders.

The main provisions outlined in PMK 25/2025 encompass the definitions and scope of transferred goods, along with the requirements and procedures for applying for the exemption of import duties on such goods.

Furthermore, the technical regulations for customs implementation, as well as the enhancement of oversight and service aspects, are aimed at promoting transparency and accountability.

With the issuance of PMK 25/2025, Nirwala stated that Customs is also taking risk mitigation measures for its implementation in the field, while encouraging the amplification of information through various official communication channels.

The objective is to ensure that service users, particularly those involved in the importation of transferred goods, fully understand their rights and obligations.

"Customs will remain committed to improving regulations and public services that favor legal certainty, administrative ease, and the protection of national interests," Nirwala remarked.
