The Ministry Of Finance Reports That The 13th Salary For Civil Servants Has Been Disbursed, Amounting To Rp32.8 Trillion

The Deputy Minister of Finance, Suahasil Nazara, reported that the disbursement of the 13th salary for civil servants (ASN), military (TNI), police (Polri), and retirees has been realized at Rp32.8 trillion out of a budget allocation of Rp49.4 trillion.

"This month, the government has commenced the payment of the 13th salary for both central and regional ASN, with a total realization to date of Rp32.8 trillion," stated Suahasil during the press conference for the June 2025 edition of APBN KiTa in Jakarta on Tuesday.

In detail, the 13th salary for central ASN has been fully disbursed, amounting to Rp14.05 trillion, which has been received by 1.99 million employees.

Meanwhile, the 13th salary for regional ASN has only been realized at 48.4 percent, amounting to Rp7.15 trillion, which has been received by 1.72 million employees. The distribution of the 13th salary for regional ASN has not been fully disbursed as only 264 out of 546 regional governments (pemda) have completed the payments.

"We hope that all regional governments will finalize the 13th salary for their regional ASN by this June," stated Suahasil.

For retirees, the distribution through PT Taspen has been recorded at Rp10.25 trillion, or 98.1 percent of the target, and has been received by 3.10 million beneficiaries. Additionally, the amount disbursed through PT Asabri has been recorded at Rp1.35 trillion, or 95.1 percent, to 474 thousand beneficiaries.

As a note, state spending in the State Budget (APBN) has been disbursed amounting to Rp1,016.3 trillion, which represents 28.1 percent of the target of Rp3,621.3 trillion. Although the actual value is still far from the target, considering that the first half of the year is nearly over, this figure has increased by approximately Rp200 trillion from the realization in April, which was Rp806.2 trillion.

Central government spending (BPP) has been disbursed to the tune of Rp694.2 trillion (25.7 percent of the target), which includes spending through ministries/institutions (K/L) amounting to Rp325.7 trillion and non-K/L spending of Rp368.5 trillion. Meanwhile, transfers to regions (TKD) have been realized at Rp322 trillion (35 percent of the target).

State revenue is recorded at Rp995.3 trillion or 33.1 percent of the APBN target of Rp3,005.1 trillion. This figure shows a slowdown compared to the performance in April. Revenue in May increased by Rp184.8 trillion within a month, while in April, it had increased by nearly Rp300 trillion.

Consequently, the APBN has experienced a deficit of Rp21 trillion or 0.09 percent of the gross domestic product (GDP) as of May 2025.
