Tug-of-War Discussion Of Revision Of Election Law And Regional Election Law

The House of Representatives plans to discuss a package of political laws consisting of the Election Law (General Election) and the Law on the Election of Governors, Regents, and Mayors or the Pilkada Law. Two council apparatuses, namely Commission II of the DPR and the Legislation Body, are tugging at each other to discuss the package of political laws. 

DPR Baleg member Ahmad Iriawan said that the revision of the package of political laws actually falls within the scope of Commission II which handles domestic government. However, each commission is allocated one draft law to be included in the 2025 priority National Legislation Program or Prolegnas. 

Commission II has proposed a revision of the ASN (State Civil Apparatus) Law in the 2025 priority Prolegnas. "Commission II did not include the Election Law so Baleg took the initiative to include it," said Ahmad when contacted by Tempo, Tuesday, April 1, 2025. 

Ahmad, who is also a member of Commission II of the DPR, admitted that he proposed that the political law package be included in the priority Prolegnas in the Baleg meeting held in November 2024. According to him, the discussion of the revision will take a long time so it needs to be prioritized. "This is an important law and needs to be discussed immediately," said the Golkar Party politician. 

Previously, Deputy Chairman of Commission II of the DPR Zulfikar Arse said that his commission wanted to be able to discuss the revision of the Election Law and the Pilkada Law. "Commission II also asked to discuss it, but for now it is in accordance with the Prolegnas first," he said. 

Commission II had held a meeting with several experts to explore important points of the revision of the Election Law and the Regional Election Law. The meeting was held on February 26 and March 5, 2025. The DPR Legislation Body had also scheduled a meeting on the revision of the Election Law on March 3, 2025. However, the meeting was canceled. 

Deputy Chairman of the Legislation Body Ahmad Doli Kurnia said that the revision of the Regional Election Law would be discussed from the beginning and would not continue the discussion in the previous DPR period. This is because there are various dynamics of change after the revision of the Regional Election Law was completed in August 2024. 

"There has indeed been a direction from the DPR leadership for the Legislation Body to start discussing the revision of the Regional Election Law. According to us at the Legislation Body, it can no longer be carried over," said Doli to Tempo. 

Doli said that one of the provisions discussed was the option of electing governors through the Regional People's Representative Council or DPRD. "If we start the discussion from the beginning, everything can be an option," he said.
