Political Bill, Experts Propose DPR Candidates To Become Party Cadres For At Least 3 Years

Election observer from the University of Indonesia (UI), Titi Anggraini, proposed that the formation of an omnibus law on the Political Bill being discussed by the DPR needs to regulate the requirements for someone to advance as a legislative candidate to become a presidential and vice presidential candidate. 

The proposal was conveyed by Titi in a public hearing (RDPU) with Commission II of the DPR in Jakarta, Wednesday (26/2). The meeting was also attended by other experts from BRIN and the Community Association for Democracy (Perludem). 

Titi said that legislative candidates should be party cadres for at least three years for the DPR RI level and two years for the DPRD. In addition, she also requested that the minimum rule of 30 percent female representation in legislative nominations be maintained. 

"The requirement for DPR legislative candidates is that they have been party cadres for at least three years before candidate registration and DPRD legislative candidates must be party cadres for at least two years before candidate registration," said Titi. 

Meanwhile, she continued, only cadres can be supported by political parties in the presidential election. Those who are not party cadres can advance independently. 

"Nomination by the party is only for party cadres or members. Non-party candidates can only advance through independent or individual channels," he said. 

Then, Titi proposed a maximum threshold in the nomination of regional heads and presidents. 

According to Titi, the maximum threshold is needed to prevent the dominance of certain parties in the election and prevent single candidates. Titi proposed a maximum limit of around 40-50 percent. 

"Also the proposal for a maximum threshold for combined political parties in the nomination of presidents and regional heads, namely a maximum nomination coalition of 40 or 50 percent to prevent the dominance of certain political forces and also the occurrence of single candidates," he said.
