MPR And World Muslim League Dialogue: Promoting Pancasila As A Blueprint For Global Harmony

Jakarta — The Indonesian People's Consultative Assembly (MPR) and the World Muslim League (MWL) convened a significant dialogue on December 4, 2025, championing Indonesia's state ideology, Pancasila, as a vital framework for global harmony and religious coexistence. The high-level forum, held at the Nusantara V Building in the Parliamentary Complex, served as a platform to showcase Indonesia's unique model of managing diversity under a national philosophy that respects religious pluralism. MPR Chairman Ahmad Muzani and MWL Secretary-General Dr. Muhammad bin Abdulkarim Al-Issa led the discussions, focusing on how Indonesia's experience can offer lessons for a world grappling with sectarian conflict and rising Islamophobia.

In his opening remarks, Chairman Muzani grounded the dialogue in the current national context, expressing condolences for the victims of recent floods and landslides in Aceh, North Sumatra, and West Sumatra. He attributed the resilience of the Indonesian people in facing such natural disasters to the spiritual fortitude fostered by the nation's religious leaders. Muzani emphasized that the country's strength is deeply rooted in the values of togetherness, patience, and faith, which are cultivated through religious teachings and communal gatherings led by ulama (Islamic scholars) and kiai (religious teachers).

Muzani proceeded to elaborate on the foundational role of Pancasila in uniting Indonesia's extraordinary diversity, which encompasses over 17,000 islands, 713 local languages, hundreds of ethnic groups, and six officially recognized religions. He stressed that the founders of the nation agreed to establish a unified republic, not a religious state. "In a Pancasila state, performing worship according to one's beliefs is not only permitted but strengthens unity," Muzani stated, highlighting that religion flourishes and mutually reinforces the national fabric within this framework.

The Chairman underscored the indispensable role of religious leaders as community guides who work for the nation's interest, whether solicited or not. He expressed profound gratitude to these figures, noting that state officials owe a debt of gratitude for their work in maintaining social harmony at the grassroots level. The dialogue itself, Muzani noted, was an opportunity to demonstrate to the world through the MWL that values like mutual cooperation (gotong royong) and respect for differences can thrive powerfully in Indonesia.

Secretary-General Dr. Muhammad Al-Issa responded with high praise for Indonesia, describing it as "one of the best examples for the Islamic world in terms of coexistence, tolerance, and religious moderation". He affirmed that Indonesia stands as a nation of shared life, peace, friendship, and wisdom, built upon the foundation of Pancasila. Al-Issa articulated a critical perspective, stating that the principles of Pancasila are in harmony with the higher objectives of Islamic law (maqashid syariah), calling Pancasila a "real reflection of the values of wise sharia".

The MWL leader used the platform to directly confront the global challenge of Islamophobia. He reminded the audience that the UN General Assembly established the International Day to Combat Islamophobia in 2020, an event where he himself had the honor of delivering a speech representing the global Muslim community. Al-Issa asserted that global efforts to combat hatred and discrimination must be continuously strengthened, positioning Indonesia's success as a vital counter-example to prejudiced narratives.

Dr. Al-Issa also outlined the MWL's global initiatives to foster inter-civilizational understanding, rejecting the theory of a 'clash of civilizations'. He detailed efforts such as the Mecca Charter (Dokumen Makkah Al-Mukarramah) from 2019 and a document on inter-madhab (Islamic school of thought) relations, both of which received significant contributions from Indonesian scholars. Furthermore, he mentioned the League's initiatives to build bridges between East and West, which have received direct support from the UN Secretary-General, and global interfaith conferences held in Riyadh.

The dialogue concluded on a note of shared humanity, with Dr. Al-Issa offering condolences for the flood victims in Indonesia, framing trials as part of divine wisdom. The event, attended by senior officials from both sides, transcended diplomatic formality to present a united vision. It positioned Pancasila not merely as a domestic political compromise but as a dynamic, living ideology with universal relevance—a proven model for building resilient, harmonious societies in an increasingly fractured world, championed by one of the Muslim world's most influential organizations.
