Indonesian Deputy Minister of Foreign Affairs Arif Havas Oegroseno attended the Blue Economy and Finance Forum (BEFF) high-level meeting held in Monaco on Sunday, June 8, 2025. In the forum, Arif conveyed a message of support from Indonesian President Prabowo Subianto for the implementation of BEFF 2025. Based on the release of the Ministry of Foreign Affairs (Kemlu), the event was held in parallel with the 3rd United Nations Ocean Conference (UNOC) in Nice, France. BEFF is an initiative of Prince Albert II of Monaco who is utilizing the momentum of UNOC to encourage global dialogue and collaboration in the blue economy. At the closing session of the forum, a number of world leaders also gave closing statements, including the Prince of Wales or Prince William, Brazilian President Luiz Inácio Lula da Silva, Costa Rican President Rodrigo Chaves Robles, French President Emmanuel Macron, and Prince Albert II as the host. On the sidelines of the forum, Arif also held a bilateral meeting with the Minister of Foreign Affairs and Cooperation of Monaco, Isabelle Berro-Amadeï. During the meeting, the two figures exchanged views on a number of strategic issues, such as the preservation of marine ecosystems, including coral reefs and marine biodiversity; utilization of the sea in the blue economy scheme and seaweed-based innovation; conservation of mangroves and coastal ecosystems; and strengthening cooperation in the digital and financial fields. Arif also conveyed Indonesia's plan to hold the Ocean Impact Summit (OIS) in Bali in June 2026. He invited the support and participation of Monaco and other international partners in strengthening collaboration on sustainable marine protection and utilization. In the BEFF forum series, Arif also attended Plenary Session 4 entitled "Ensuring Sustainable Ocean Governance and Finance". In the first panel themed "Looking Forward: Global Solutions for Ocean Finance" a number of important figures were present, such as the Executive Director of the UN Environment Program (UNEP), Inger Andersen, and the Vice President of the European Investment Bank (EIB), Ambroise Fayolle. The panel discussion highlighted concrete solutions to bridge the global ocean financing gap, as well as transformative initiatives that support the development of an inclusive and sustainable blue economy. The second panel entitled “Statements and Governance Recommendations” featured statements and commitments from a number of heads of state and government and high-ranking officials from Norway, Chile, Vietnam, Palau, Cabo Verde, and the UN Under-Secretary-General for Economic and Social Affairs. This panel discussed the urgency of political leadership and innovative policy strategies in encouraging ocean financing and attracting sustainable investment within the framework of the global blue economy. Arif Havas Oegroseno’s participation in BEFF in Monaco was the first event attended by the Indonesian delegation. He attended with support from the Indonesian Embassy (KBRI) in Paris and the Indonesian Consulate General (KJRI) in Marseilles. Indonesia’s participation is part of the 3rd UN Ocean Conference (UNOC 2025) which marks Indonesia’s commitment to global maritime diplomacy and strengthening international collaboration for the protection and sustainable use of marine resources.
