2025 State Budget Deficit Projected To Reach IDR616 T

The government projects the budget deficit in the 2025 State Budget to reach IDR 616.2 trillion. This is because state spending is planned at IDR 3,621.3 trillion, while state revenues are only set at IDR 3,005.1 trillion. 

This is stated in the 2025 State Budget Law. With this condition, the government needs to find additional sources of income to cover the large difference. 

"This State Budget revenue must be recalculated after 65 BUMNs are merged under BP Danantara," said Chairman of Committee IV DPD RI Ahmad Nawardi in a working meeting with Finance Minister Sri Mulyani, Tuesday (18/2). 

He highlighted that this change in scheme means that dividends from BUMNs that were previously included in non-tax state revenues (PNBP) are no longer recorded as state revenues. 

To cover these spending needs, the government is targeting an increase in state revenues of 5.72 percent compared to the 2024 realization of IDR 2,842.5 trillion. 

In the 2025 State Budget Law, the main source of state revenue comes from taxes amounting to IDR2,490.9 trillion, which is targeted to grow 11.5 percent from the 2024 realization of IDR2,842.3 trillion. Meanwhile, PNBP is estimated to reach IDR513.6 trillion. 

Dividend payments from 65 BUMNs to the state in 2025 are targeted at IDR90 trillion, up from IDR85.5 trillion in 2024, with total assets managed reaching IDR10,402 trillion.
